As far as I know, it only prevents camps from appearing.

You can Add Barbarian Camps and or Barbarian Units and they will be there if you set No Barbarians... the Camps will appear as they usually do with the Setting No Barbarians and have no Barbarians in them.
Barbarian Camps appear whether you set No Barbarian Camps or not. I use the Barbarian Camps in EFZI2 as Stray Supply Drops that can be gathered for Extra Supplies.
