No bomb shelter but A-Bomb or Nuclear Missiles won't kill air units inside enemy city

I have no idea what's happening. I am at war with Shaka and I have tested several times to use A-Bomb or Nuclear Missiles to take out his air units but they never die, the cities don't have Bomb Shelter either, I checked with Spies and he doesn't even have the Tech for it.

But, and this is the part I find most annoying, the same does not apply to my own cities and air units. Whenever he nukes one of my cities, if it doesn't have a Bomb Shelter all my air units inside will die. If it does have a bomb shelter, then the planes will survive but the Nukes (A-bomb and Nuclear missiles) will be destroyed.

Is this a bug?

Hi, I've loaded your save game with BNW, nuked the Shaka's city and air units were gone xD (3 air units if i'm correct).
Maybe he just purchase new units during his turn...

How is that possible? I nuked NYAKAMUBI with an Atomic Bomb from EDINBURGH and his air units were still in the city.
