no coal from CS

I don't really know if this is a bug and that's why I ask here first. Has anyone ever experienced not getting a strategic ressource from an allied CS, when the tile is clearly improved with the right improvement. Mine on Coal in particular in my case?

I play as Portugal.

The CS hasn't discovered the tech yet. Wait and you will get it.

They don't have Industrialization yet. You can't pay them to get you Coal and you can't stick your own workers into the CS neither. You have to wait..............

Yeah, this is still bugged though.

If the CS hasn't got the tech and hasn't improved the tile, you can pay for them to improve the resource. If they have already improved it but lack the tech, you can't. Very counterintuitive.
