You can make a no era tech by simply switching a techs era to 'None'. You need to make sure you have a civilopedia.txt entry for it. Also, if you're adding a new improvement, make sure you have a civilopedia.txt and pediaicons.txt entry for the improvement--you can probably just copy an existing entry and change it to suit your needs.
