No free aquadcuts after last patch

Since the last patch (no BNW) finishing the Tradition tree has not been giving me the free aquaducts, not even after Engineering.

Installed BNW and it's still happening. One weird thing I noticed was once I was playing Venice I used the MoV to buy a city and it got a free aquaduct, but not Venice.

Hi Namesarestupid,

Was wondering if you could send me a couple saves of this situation happening? A save before you finished the tradition tree and a save after you finished the tree, where the aqueduct bugs out as shown in your screenshot. BNW saves please, but if you have other expansion saves, that'll do too.
