You are standing on grassland.....you can only mine in hills.
 
"mining" a grass square is more accurately described as "reforestation"..You can make grass into forest and sometimes discover a "hidden" special resource like silk or pheasant.
 
For the very reason that Smash said. If you have studied the special pattern and know that there will be a special resource "under" a grassland square then you can only forest it for a spice or a pheasant until engineers let you transform it. In other circumstances, I can see that in an OCC if you have too much grassland then it would be sensible to plant some forests to get a better balance of food and production. This will also give the second settler something to do ;). In a normal game then you can simply devote this city to trade production and founda new city with better production potential elsewhere. Bear in mind that you can build things by accumulating shields, for which you might want a forest, but also by IPRBing, for which a roaded grassland would give you more money and be more useful. Entirely your choice which you prefer though. :)
 
Hey, Portuguese, do you play Civ3 as well? You can mine grassland in Civ3. :rolleyes:

Of course, this is just another stupidity of Civ3. When I drive through the countryside on a Sunday afternoon, I often see the miners out working in the farmland. :lol: Reforesting/irrigating the grassland/plains is certainly more realistic.

Make that Silk or Pheasant. And you should know ahead of time which will pop up, if you study the patterns.

Another thing you might want to do is turn a grassland-without-shield into an irrigated plains to get an extra shield. This takes 20 settler turns, 10 to turn grass to forest, 5 to turn forest to plains, and 5 more to irrigate plains.
 
another thing that can be done is to chop forests and "mine" all rivers to forest.Especially for OCC/SSC.This way a forest square will produce trade arrow

All those AI mines on grassland in Civ3 look like so many dog droppings in a public park.

And, of course, in Civ3 you can reforest Tundra:lol:. Apparently, these jokers' command of biology is about as good as their command of history.

In CIV2, they were just "reusing" a command: "m" had no other meaning for grass (remember this was all once keyboard based).
