Perhaps we should consider a ritualistic initiation ceremony for former "newbies" that have matriculated into "veteran" status. If so, should we not consider this "bashing" behavior as a vital and healthy rite of passage that all citizens should go through, or should we discard it as a form of electronic hazing, the benefits of which pale in comparison to the human toll?
In light of this quandry, I believe that our best course of action is the creation of an official commission to study the effects of such behavior. It should be comprised of nine citizens, three "newbies", three "veterans", and three "old-fogies" so that no one group is represented unfairly.
Upon the commissioning of said commission, we should table this discussion for a period not less than six months while the commission attempts to identify actual "newbies" and studies the effects of "newbie bashing". Upon completion of their study, the commission should submit a formal report (double spaced, not less than 10 pages) for the general population to review. Immediately following, we should re-open the subject for debate and then conclude with a national referendum to decide whether or not we should adopt any policy or re-commission another commission to determine the validity of the first commission.
I think that this is the most logical course of action and I move that we begin the process of nominations for commission members immediately. Of course, I cannot be involved as I will be too busy coming up with excuses for creating more commissions.

A word of advice for all you "newbies", and
you know who you are...
During the Middle Ages, probably one of the biggest mistakes was not putting on your armor because you were "just going down to the corner."
So be careful out there.
