We believe it is obvious that governor of Tampico, outnumbered and outgunned, acted on his own and made his decision trusting it is in best interest of the people under his jurisdiction.

Should the French navy instead of sunbathing around Cuba, pursued those pirates governog might make different decision.

Regarding French proposals, all we can say is that cooperation against piracy seems to be the most we can hope for, but it is also up to the King of France.
