Non-bulding area

I have been creating a map, which has a basic idea: 4 islands for 4 players each just large enough for 2 cities and a island in the middle, containing all the strategic resources. The idea was to create battles for the resources.

The problem is that the AI is expansionist and builds cities on the resource island, blocking other civs (and me) from even accessing the resources, because the borders of the cities eventually grow up the whole island. The idea was not to build cities on this island.

How can I stop the AI from building cities on this island? How can I keep this one island city-free?

Fill it up entirely with mountains?

I guess. Not that I exactly have a great knowledge of this.
 
I cannot fill it up totally with mountains, because all strategic resourses don't work on mountains. :rolleyes:
 
If you can't build cities on the island, there's no way to use the resources in the first place.

I don't know the editor very well, but perhaps it's possible to disable temples, libraries etc. to generate culture, so city borders won't grow beyond the initial 9 squares.
Then make the terrain on which you place the resources unsettable. Make sure you leave enough empty tiles around the resources so no one can grab them by building a city next to them.
That way, the only way to access the resources is by building colonies.
 
it is possibe, if they are fighting for colonies, and this island would be connected by a narrow land area.
 
It's simple. Start with each player having two cities already built, and disable settlers in the editor.
 
You can make it so that cities can only be founded on certain terrain, say LM plains. Place two LM plains tiles on each island, and the AI can never found anywhere else!

just what i was going to say! only i was going to suggest making all of the central island's resource's on LM tiles, and make all landmark tiles unsettelable

Nope... Not even close... (Although tortoises do have a huge significance in my Latin class)
