Norway help?

So I decided to go with Norway for my first time in RTW thinking that I could kind of stay off to the side and help the major powers with whatever I can while they do the big time fighting. Problem is that they seem to do little more than build wealth while I try to stave off the hoards of germans with a large group of tanks and dwindling air support that keeps retreating through allied africa in a sort of scorched earth defense. Surely there must be a better way or some way to get my allies to do something. Any help please?

The AI in Civ4 is pretty weak ... it's being discussed at length ... the AI only calculates its current turn conditions and does not plan much forward at all.
