[NOT A BUG] Horseman production wiped out in two cities

The title is self explanatory. If you load up the attached file, played with the .621 patch, you will see I'm at end of turn 190, playing as the Chinese. Notice that horsemen are being produced in Bejing (4 turns to go) and in Nanjing (11 turns to go). Also note that I have something like fourteen strategic horse capacity, way more than I need at this point in the game, since I have two horseman in play, in addition to the two I'm trying to produce. Now click the Next Turn button. You should get a Choose Production message for Nanjing. If you check the two cities, you should see that the horsemen produciton in both cities has been wiped out. But why?

Thanks for submitting the save file. However, this doesn't appear to be a bug. You have researched Metallurgy, which obsoletes Horsemen. Note that you can't change production to Horsemen in any of your other cities. Did you get Metallurgy on the previous turn?
 
Probably did get Metallurgy as you suggest. I no longer have the autosaves back that far. It's quite a commentary on the game design. What could they have been thinking? Instead of obsoleting horsemen with Chivalry--which presumably would have automatically upgraded the production order--they obsolete it with (of all things) metallurgy. So if you don't yet have Chivalry...
