Notary of Names: Should we rename Satsuma?

Basic question is should we rename Satsuma?

Points to consider:
1. Is it legal? The Code of Laws allows an "out" for a city of Great Renown. Do we have an out for any other reason.
2. We are unlikely to own this city for the rest of the game. The next time we have a phoney war we will likely have to gift it to someone.
3. Flip risk is probably in the 1.5% per turn area and wil not get better anytime soon.
4. The name Over There is the next city name in the list as suggested by our Director of Expansion snipelfritz. Over There is a quite appropriate name for the other side of the world.
5. If snipelfritz says we should do the rename then it will override the whole discussion.
6. My instructions to the president will be somewhat wishy-washy on this subject to allow him to do the right thing.

My thoughts:
I think the "spirit" of the naming law is to allow each citizen to leave some personal mark on the game. Naming a city that we will not be ours for long takes away from the spirit. I think we should leave the name as Satsuma.

Please weigh in on your thoughts.

Note: The Notary of Names office is officially an administrative position. As such I have no direct authority. The constitution is clear that the authority rests with the President. The Code of Laws muddies this up a bit and splits responsibility between the President and the Director of Expansion. There is also a Code of Laws conflict with Naming of Units. Here comes another CoL proposal...
 
I don't see any reason not to name it. Regardless of how long we keep the city, the "mark" has been made.

Perhaps we could leave the decision up to the person whose name would be used. If they're uncomfortable with using their name on a city that most likely won't be ours for the rest of the game, then we'll leave it as Satsuma. If they aren't, there's no reason not to rename it.
 
Over There would be a great name, with Hong Kong doing well too, though I would have preferred "There La" instead...

I don't even know why we decided to get the city... We have no culture, and no chance of even keeping it. (It'll flip).

I believe the plan was to gift it to someone else to somehow get a war started over there.
 
Name it "Happy Birthday" and give it to the Hittites.
 
Just use it as a chip in our FAs diplomacy deals if we want to get a tech(s) in exchange for that city.

The trading model was fixed some time ago to make cities untradeable. It may be possible to offer one as part of a treaty, but that may even be restricted to peace treaties.
