Ignoring abstraction for a moment, the archers in the Civ series are so tall that, realistically speaking, their heads should be sticking out of the atmosphere. Considering that they're able to survive somehow for thousands of years without oxygen, I think firing across the English channel is a cakewalk in comparison. I mean, they can probably spit farther than that.

On a more serious note, Civ4 was already aware of different land masses, so it could well be that in Civ5 there is a limitation that prevents units from firing at a unit on a different landmass. (Cue people complaining about archers being able to shoot across the Baltic Sea.)
