Nuclear Radiation turn timer

To often then not us domination players nuke our enemies for easy victories and take overs. However their is little to no cost for the actions. I propose the current radiation timer for dropping an atomic bomb be extended to 20 turns, thermo nuclear bombs be extended to 200 turns and nuclear meltdown be extended to 100 turns. Also disable the ability for workers to conduct nuclear clean up.
Chernobyl happed in 1986 yet its projected to remain unliveable until the 2100s.
