Nukes and Diplomacy

So last night I was finishing up my game as Roosevelt. I was chugging along nicely, confident of a diplomatic or space race victory. All the other civs except Napoleon were at least "pleased" with me. So I built the U.N. only to see Mao elected chairman! I checked the diplomatic screen to see why they liked him better -- something I no doubt should have done before building the U.N. -- and discovered it was because they shared the same religion. Ack!

But strangely enough, Mao didn't put himself up for the win. Instead, he made a series of proposals for global civics. I thought this was odd, since I figured he would have won had he tried. Furthermore, these were civics that I was already using, but Mao himself wasn't. Very strange, but who am I to complain?

So eventually a resolution for Free Religion is proposed, and passes. So now Mao doesn't have religion on his side, and in the next election I am elected chairman. So I proposed the diplomatic win, but apparently I wasn't popular enough. One voted for me, another for Mao, and two civs abstained. That's ok, I thought: my space ship is well under way, and nobody else has even built the Apollo program yet.

While I'm waiting for my space ship parts, I amused myself by sending a spy to visit Napoleon and sabotage his more important builds. Several spies were apprehended in the process, displeasing Napoleon to the point where he declared war on me (again). He sent a good invasion force, which was utterly destroyed before any of them could so much as fire a shot.

I was sick and tired of Napoleon at this point, and decided to teach him a lesson. But I didn't feel like building my own invasion force and sending it overseas to France, so I sent a few ICBMs instead. That was fun, so I built more, and turned France into a nice little radioactive wasteland. Much fun. But each nuke gave me -1 to my reputation with the other civs, so when the elections rolled around again, Mao resumed his chairmanship of the U.N.

He again proceeded to suggest everyone else adopt my civics, which was fine with me. Then he popped the big one and proposed himself for the win. I cast my vote, held my breath and ended the turn. Fortunately, he was just shy of the required number of votes, and I left for Alpha Centauri soon afterwards. But I was surprised at how Chairman Mao handled his job at the U.N. Why didn't he propose himself for the win right away, when he likely would have won? And why did he propose global civics that only I seemed to be using at the time?
