This is probably gonna be the dumbest idea in the forums but here goes

what if that while your at war with another civ that when all of their tiles (excluding cities) are occupied(at the same time)then that country is considered occupied and it is out of the game and all of its cities become yours o btw the units have to be military units and at least one of their cities would havfe to be captured and held by you at the time of the occupation. o weell anything accepted

the only problem i see with that is abuse..i know that i would build massive amounts of cheap units. conqure one city and flood there country with the rest of the units. Now the other problem is that in a larger country. you would never ever have enough units to cover the map. so what would the point be of having an option that made taking small civs easier(then it already is) and have no effect on larger civs?
