I disagree that balance and pacing are the only important (or even the most important) issues people have reported. The most frequent complaint I've seen in negative reviews relates to bugs. Multiplayer is unplayable or almost so for many people, the game often freezes up during battle, and the turn pending bug is a substantial problem. I think a lot of people would be okay waiting for balance/pacing patches without writing a negative review, but they're annoyed they cannot play the game without glitches. Balance and pace are very subjective issues anyway, and mods can take care of a lot of personal preference issues. Bugs, on the other hand, really need to be fixed by the developer.

The latest beta patch contains a lot of bug fixes, and that should go a long way to improving the opinion of people who wrote bad reviews (hopefully).
 
Apparently the Khmer Baray has been “nerfed” ie buffed. Instead of 1 production per pop it gives 2 production per worker per adjacent river. (so theoretically 14 production per worker) (hopefully this is one of the bugs that needs fixing before release)

According to the Steam patch notes (three posts above you, V. Soma's message) the change to Baray is "+4 per adjecent river" so I don't think they are buffed if that is the case. Just wondering where you got your information from...

One of the reddit threads, since it is an unplanned beta patch I wouldn’t be surprised if the documentation wasn’t quite right. (or if the implementation was a bug)

Yeah, I'm pretty sure that's the intended one and that will go into the final update.
 
i'm currently playing 502 and i'm seeing 32 IND per worker in my capital after 3 barays built

edit:

i'm enjoying the new stability rules related to quarters placing and the tweak to manufactories

AI units seem to have some sense of self preservation now, since they won't go into suicidal charges and will opt to stay in place to benefit for the defensive bonus

unrelated: i'm seeing a tad less CPU usage creep on the same scenario as previous builds... or at least i'm able to play far more turns before it becomes a problem that only a reload can solve

I like that we now have random AI personality selector. Now if they could just have the game refer to the AI by their personality names and not whatever their current nation is that would be great.
