Yes, i think we missunderstood here:
of course you would need 2 citizens to get something to the poll. the governor can not hinder a poll being done.
the only problem will be that a poll will take 48hours + 24hours of discussion to be valid (minimum), so it will propably be too late for a change anyways :-(
what will hapen with build queues where citizen requested a change and which is discussed and polled at the time of the chat, maybe even a clear tendency towards a change is visible?
after our laws, even if this is bad, they will be implemented the proposed way even if there is a clear sign of citizens not wanting it that way...
the poll-override of a leader decission always has this bad side. this is always the problem when decissions are made by single persons rather than by citizenry.
a tendency to have more things polled on is definitely not visible, as our poll rate on game-related topics is much lower than in the beginning of the game. in contrary, a tendency for me seems to be there to decide things in the dark room and just put them in the instruction thread without even mentioning them anywhere else (be quiete, or u will have to discuss it!).
