Old idea re: BarbCiv

I've had this notion kicking around in my head for a while now, finally decided to see if it's feasible...

BarbCiv has this requirement, in order for a minor to make its way onto the world stage:

You must know X other cultures, of which Y must be full nations.

X and Y obviously corresponding to MinContacts and MinFullContacts. I'd like to change the formula a bit, though; how difficult would it be to change that to:

You must know 3 other cultures, but full nations count double

?

First method to come to mind for this would be to change MinFullContacts to something like FullContactMod, with its behaviour being TotalContacts = Contacts + FullContacts * FullContactMod.
