I mean, we don't actually need to replace Toronto because Mexico City already replaced Toronto when Canada was added as a civ.

But if were to use a city-state representing anywhere in Canada, I would go with either St John's, Newfoundland (as Newfoundland remained separate from Canada into the 1940s) or Louisbourg, Nova Scotia (as Acadia has its own unique and separate history from French Canada).
