It'd be fun if civs had at least one different leader (bonus) for each era. You could have a few options for each era, could pick them ahead of time or at the beginning of each era, it could be secret info or know to all, they could be a result of your previous era (if you had a militaristic expansion era, the next era gives you a militaristic bonus), etc. For example, China could have Yu the Great be their leader for the Ancient era, with the ability to make your city immune to flood damage. Then they switch to Qin Shi Huang. Then, Gaozu of Han at the beginning of the Medieval era, and so on.
Another possibility is these pile on top of each other - for each era, you gain a new leader bonus. If you pick them at the beginning of each era, you in this way pick a specific legacy for the civ (this would kind-of make each civ play a little similarly to America).
