what is this?!?! i am attacking an island consisting of 2 squares..one has a city, the other only has a mountain, some improvements, and a radar tower. i send over my transport with marines/armors/etc. and it tells me that i can only attack settlements with ground units?!?!? so i try to go right at the city with my marines......same thing!!! what's up?!?!

If you're trying to move the transport onto the city, that means you're trying to attack the city with the transport. That's why you get the "only ground units can attack settlements" message. Just move the transport next to the town, then right-click on the transport. Activate the marines, then use them to attack.
