Open Border bug

The problem occurs after Writing is known and Open Borders is agreed upon between myself and another AI.

Granted, this doesn’t pop up with every AI I have open borders with. I haven’t yet noticed any unique thing about the AI that the bug does affect.

I have underlined in yellow the two opposing statements.

No - they're close borders (as in nearby) rather than closed borders.

It just means you're neighbours and the cultural borders touch.

In that case please correct the German translation! (You have completely different words for this in German but the same turns are used! (this was wondering me a few times already...))
