Optimum City Distribution

In C3C, all the cities would be counted as the highest rank, so it backfires.

This is not correct, unless I misunderstand the point. More precisely, in CSC no city can have the same rank as another - if two cities are the same distance from the capitol as each other, one gets a higher rank. Once you are past a certain rank (dependent on size and level), it doesn't matter, cause the city is hopelessly corrupt, of course.

How I space cities... I tend to go CxxC, except on low levels or when there is a strong food bonus or lux that would cause me to move a little further. For spaceship games, I will usually give my core more space, because I'm going to get hospitals and I want my core to be as powerful as I can - MT techs are very expensive.

I am thinking about going for my first culture victory. Is tight city placement still a good idea or would the lower city populations eventually hurt my chances in the long run?
 
It depends. If you're going for the 20k (20,000 culture points in one city), then space your cities so that this city (usually your capital) has all of its 21 tiles, and use tight-ish spacing for the rest. For 100k games, treat the game as if you were playing to win by domination, but before you reach 66% land, build cities as close to each other as possible and build (whip) culture buildings in all of them.
