Orders and Heroic Epic

I noticed in a current game that I am not getting two copies of the morale promotion when a city with the heroic epic also has an orders building. Is this expected behavior? If so, was it recently changed? Thanks!

Its expected, its the same promotion, and so it doesn't stack.

I think the point of both giving Morale is that Orders can be built in more than one city

I think this makes Orders weak. Don't many players build a lot of units in one city with all the available military buildings and HE? It seems efficient to do so. If it doesn't stack, is it as good as other followers?

Orders are very good. You don't always build all units in the same city, you still extra XP, and they give so much faith over time.
