Other Civs encrouching on my borders!

The AI will build a city in another Civ's borders in one situation (I've witnessed this btw): If they are reduced to a single settler, they will settle in place (if they can), wherever the settler is. The one time I saw this happen, a Persian city appeared smack in the middle of the Iroquois lands. Of course it was a DoW and they didn't last very long afterwards.
Amazing! I was sure that the AS never build a settlement in someone's territory... what version were you playing?

In Ank11, we built a lot of cities in enemy territory, but I don't think that was what broke our rep... Can't tell for sure, though.
I may have the answer quite soon, in my current game i'm at war with America and i'm going to use a combat settler to grab some land for the next attack. 2 game turns from now. And my rep is still intact.

'fraid I don't recall :( But it was in the last 12 months - so probably C3C.

This happens to me quite often. I usually start on a world map and don't play it until I start on North America. I always try to build a city early in the Yucatan to sort of stay the advance of other civs even if they're just exploring. Anyway, by the time I get to the Middle or Industrial ages the civs that live in South America build a city between my outpost in the Yucatan and the rest of my cities on the main part of my nation. And in the current game I'm playing they actually built a city above my capital, in the New England area. The only reason I haven't destroyed them is because I try to keep at least one friend out of all the other civs. I try to keep good relations with Egypt, they tend not to stab me in the back.

If your borders have expanded to third level and you still haven't settled a city where the AI did, you've done something very wrong.

I've only been playing for a few weeks. I figured it was better to let the border expand then fill the land with cities. I didn't even know that the citizens only worked the inner two rings until yesterday! :O Makes sense to put the cities closer together now that I know these things...so yeah, I was doing stuff wrong ;)

Rules? We are supposed to be following Rules? I thought anything went?

Is it really back-stabbing if you use a gun? Wouldn't it be back-shooting?

Y'all realize these settler problems with the AI shouldn't even be problems??? That's what WAR is for--to fix those problems.
