[R&F] Oxford doesn't grant free technologies

I've built Oxford twice in the past 5 games, and it hasn't granted any technologies at all

Is there a criterion that I'm missing?

I wonder if it's this reported issue where the technologies actually are granted, but the pop-up doesn't show.

I don't think I got the two techs, but maybe it happened and I didn't notice - sadly I'm too lazy to reload and check
