Palace Great Works Disappear When Capital is Captured

I haven't played Civ VI since before Rise and Fall so maybe I missed something but in my new R&F game:

AI Kongo has two Great Works of Writing in their Palace (Kongo's special gives them 5 slots). When AI Korea takes Kongo's capital, the Great Works of Writing disappear. (Same if I trade a Relic and other stuff in exchange for the 2 Great Works). They don't appear in Diplomacy, don't appear in the new capital, and no longer generate any Tourism.

Previously, Great Works of Writing in the Palace transfer to the new Palace. The most common occurrence is if someone has a goodie hut Relic. Pre-R&F, taking their capital just means the Relic relocates.

So either:

1. R&F has changed the rules, which results in more Great Works being lost if you lose your capital

2. Could also be a specific Kongo bug since their Palace is different than normal (having 5 slots)
