Does this refer to:
Population Growth
or
Border Growth
or
Both?

Googling the exact term pulls up people using those specific words in reference to both population growth or border growth. No one says specifically which. Please help.

I understand it as population as that is usually what 'growth' refers too in civ gameplay. But I admit it is an inductive assumption.

As far as I'm aware, there is only one "growth". The other is "border growth". It also says "growth" when Civ talks about food, and in wonders such as the Hanging Gardens. Otherwise it always specifies "Border growth", like in the applicable pantheon.
