I'm leaning Lagos, because a Santiago outbreak will just boil over into Lima and nowhere else.

I can also use my +2 actions card so I can knock down Osaka, get to Lagos, and knock that down too. If we want to be safe(r) on the outbreak front.

I think the actions card is required for Marcher to cure blue and yellow in the same turn since he has to take cards out of my hand, but if you lay down the research station in Lagos G1k can pop those cubes after he cures red so that's good.

Yep, and from Lagos I can go and handle all of south america in 2-3 turns max

Nah if you just load him with all cards but one on your turn, he won't need it.
