For ease of discusion, let's assume level is Regent.

If the AI has researched 100g towards a 200g tech, the AI will only offer me 100g for that tech. Does that work if the situation is reversed? Meaning, would I get the discounted price too?

You'll get a descount aswell, its of the same proportion but do remeber that even on regent the AI got a bonus in trading, getting more for the buck.

This wont work as well though if you have done a 49 turn with 1 beaker since its the amount of beakers thats gives the discount.

It's easy to try out yourself, when you have 1 turn left on resarch on a tech someone else already got, you can usually buy it for pocketchange sometimes only 1 gold.

Trade is another aspect that isn't fair at regent. Can't recall the values and can't check since im at work, you can check them out in the editor, IIRC its 120% or 140%

There is an AI to AI trade discount of 110 at Chief and it goes up with each level. The straight beaker cost is not the only consideration for a tech trade. Unit/Wonder/Gov and such make the techs value as well as the beaker cost.
