Patronage influence drop rate breaks after savegame load

So last night, I was playing my first game of Civ5 and chose the Patronage social policy (because my god those city-states are needy). That lowered the rate at which my influence was decreasing in both my non-hostile city state allies from 1 per turn to .75.

Today, I load the game and both of those same city-states' influence decrease rates are at 1.5, like I didn't even have Patronage and they were hostile. I've had to spend noticeably more gold to keep them allied, such that I'm only allied with one now; so, it's not a display error.

Anyone else experience this?
 
I looked at the save. Do you have a save from the turn before, possibly as an autosave?

I found a possible explanation for this situation. Could it be that two other civs have adopted the United Front policy? That policy causes other players' influence points to decrease 33% faster. The first United Front would change .75 back to 1.0 and second would change 1.0 to 1.333..., which might be rounded to 1.5. That seems pretty unlikely though.

I have a game going in which I adopted patronage and have met two City-States. With one, my influence decays at .75 per turn and the other at .50 per turn. That seems normal.

I'm going to call this "suspicious but not confirmed."
 
I've just played a game where I had five city state allies and I couldn't believe how slowly the influence was decaying under patronage.
