I read about PBEM, and I read about the main faq, but I have some questions.

1)Probably most importantly, what are some viable strategies? If I play, I will probably be playing as England, Byzantium, the Dutch, or Japan against probably Germany(1v1, 70-80% water, probably continents/archipelago, and random other stuff)

2)It mentions a password and saving, but I am afraid that it went a bit over my head...

3)Do I just attach the file to the email like anything else? And to the next guy and the admin?

4)Anything else that may be useful?

5)How useful is the navy/spies in pvp?

First, I think your post with questions would be more appropriate in the "Civ3 - Multiplayer & PBEM" forum.

This is how PBEM is usually done:
1 - You have to look in the BIQ file the play order and then the player #1 has to start the game throught the PBEM screen. It's not very difficult
2 - Player 1 introduces an Administration password and a Player#1 password.
3 - Player 1 makes his moves and press the end-turn button: this will show a save menu and mention to which player the file should be sent next. Save the file and sent it.
4 - Player 2 introduces a Player#1 password and makes his moves (similar to 3).

After you've done it a few times it's quite simple.
