Luthor, Your play got a lot better as the game went along! You were hindered by some weak play by CW early in the game along with their quick demise.
I understand your point about Armies...but eliminating Japan's ability to form and use them would not be accurate. Although Japan's WWII Armies never really fought intact as they do in Civ III which does make them stronger in gameplay.
Actually I think a solution might be to retain their presence but lower than movement factor. Of all the Armies of WWII, Japan's were the least mechanized which was the result of a limited industrial base and the terrain where they fought. Perhaps something for Eric to consider in the next revision.
