Phantom Deals with Liberated Civ

I recently liberated Siam, a civ I have never met that was conquered by the Germans.

1 or 2 turns after Liberation, Siam called me up to cancel a deal I had not entered into with the AI. (I believe it was a secret treaty against the Germans)
