It would happen in foreign territories only (I mean within their frontiers).
An alternative to your idea would be when you cannot pay your troops anymore, they would start to pillage inside your territory or others (that might declare war unwillingly ;) ) rather than disbanding.

At least two workers are required to complete a task in one turn. Therefore, you're saying that someone would make and use two workers to do a task every turn for every one unit to pillage so that he doesn't have to pay upkeep for those units. I'm sure you see the flaw in that?

This could be an exploit if (a) you have the extra units sitting around between wars, etc. and you don't want to disband them, or (b) if you use captured workers, which do not have any upkeep cost. It obviously would not allow you to make money, but it would definitely allow you to reduce unit costs drastically (compared to paying upkeep on units otherwise wasting upkeep costs).

I think that LouLong's idea of only allowing this in FOREIGN territory (ie, not your own or nuetural) would resolve this problem, while still adding the extra inscentive and realism of gaining gold from pillaging.
 
and why not gain stuff that is tile specific

like

loot an irigation get 2 or 3 food
a mine..get some xtra shields, (handy iff u are building something like wonder)
loot a road, get 2 gold or something...loot railroad, get 2x the normal loot

loot a resource (only when there is build on that tile) get that resource for 1 turn, like loot Iron in enemy territory wich he is exploiting (or it won't work) and u get all the loot from the improvement + that resource for 1 turn
 
I've already think of this, that pillaging should get you some gold, but your idea is much better !

This idea of yours is good too and if Im not mistaken it is in Civ IV.

Is it modable for Civ III ?
