I also think that the game structure should only place elections around civic changes, and that a package of legal changes should go with the specifics of the civic, not per month as we used to. A shift of positions should be acted out as those in the positions must protect status quo with a maximum of one civic change (making the best out of the existing civics), where the moderate party should go with two civic changes, the radicals with three civic changes, the revolutionaries with four civic changes and the extremists with five civic changes. This is just an idea.
