Pirates

Not on the list of buildings we've seen.

Bombarding vs ships doesn't seem to be treated any differently from bombardment vs land.

So you really need a navy of your own to stop your cities getting hammered by enemy navy.

Or you need bombardment units of your own (archers/catapults can protect you from an enemy navy)
 
No, those aren't pirates. Pirates capture ships and take their cargoes.

Right, precisely. They should never be posing a threat to a serious navy. This was one of the ridiculous things in Empire Total War, where pirates were going around with huge fleets.

pirates sacked cities with landing parties also, much like the Vikings. e.x. Henry Morgan taking and destroying Spanish controlled Panama.

I agree that I wouldn't like seeing pirates destroying large navy fleets, but atleast be able to pick off a lone frigate here and there. some pirates successfully captured and sailed navy frigates (Teach, Morgan again).

Agreed. Barbarian ships spawning land units when they reach coast would be cool. Intercept them before they get there to prevent the land units from forming.

Pirate were much more dangerous than people seems to think. At their golden age they were pillaging port city and merchant fleet and could capture huge military boat.

Like snoopaloop said, Henry morgan is a good exemple of that.

Also, I do agree that terrorist and such could be used in the game as barbarian and it would be foolish to say that they are not a treat in modern day to at least a few ''civilization''. I mean, look at africa modern politics, there are lot of armed faction that could be represented as barbarian units in civ 5
