[EDIT]I can't believe no one said anything, I just found out that I have the Y-axis backwards. It should be "Negative=South" and "Positive=North".[/EDIT]

Weird. I don't know what I did wrong the first time, but I got this program to work finally. Looks like it worked perfectly too. Together with the Civ4MapGenerator it did everything I needed.
