Ji-Sung and Jin-Kyu wake in The Silo and move SE-S to protect Paul. Choi moves E back to The Silo. Sang-Shik moves N to help protect our settler. Chong-Gug also moves N. Jin-Cheul moves S-E-SE to help defend the interior. Nam-Il fortifies to heal. Won-Hee turns back into The Institute.

I just realize that we'll still lose 1 pop at TA during anarchy. Whipping the rax reduces its size by 1 but also increases unhappiness by 1. Well, there's nothing to do about it, I guess...
