Considering your save, I find your statement unduly arrogant. If you'll take a deep breath and read on, prepare yourself for a somewhat harsh tone. I've used such a tone intentionally to make it clear to possibly newer players NOT to regard such a game as one played with the "proper strategy". I believe I can safely say, NO VETERAN AROUND HERE WOULD CONSIDER THIS SAVE AS A GAME PLAYED WITH THE PROPER STRATEGY IN REALLY ANY RESPECT. You may learn something from my comments, and you asked for tips.
I don't know your desired victory condition, but it doesn't really matter either. It seems obvious enough that you don't want a 20k game, and judging from your city spacing not a 100k game either.
If you want a space or diplomatic game there exist quite a few weaknesses. You could pick up Combustion from Sumeria for 10 gold. If they had it last turn, could you have gotten it earlier with that lump sum of cash you have lying around? I'd think so. Communism also doesn't help in a space or diplo game... it's a warmongering government. Republic for research, or Democracy perhaps with a religious tribe like Babylon. You don't need the luxury slider at this point. You've used tax collectors instead of scientists. Cities like Samara currently have a cavalry going at size 12, with a full food box, and 5 extra food per turn with IRRIGATED tiles. It's also 25 uncorrupted shields. If you wanted a cavalry there, you'd mine a tile or two to take it to 27 uncorrupted shields, which gives you 3 turn cavalry. Eulbar's building a Colosseum??? Well I guess I've gone onto more general things than a diplo or space victory.
For a conquest or domination game the last few statements would apply. Also, for a conquest or domination game you've built hospitals and factories and coal plants and watered a lot of tiles, when you'd usually want to do NONE of those (some players might argue factories+Hoover's Dam, which although I would disagree with, at least doesn't cost as much as all those improvements). But, even more interesting you have a LOT of units defending EVERY city like an AI would. Your army consists of 19 rifles, 25 cavalry, 54 infantry, 16 artillery, 2 frigates, 6 galleons, 6 ironclads (on a virtual pangea map), and 4 guerillas. To play more effectively, that should read more like 19+54=83 cavalry, 25+2+6+6=39 artillery (maybe higher), 16 infantry (probably still TOO many infantry really), and at this point
combat settlers so you can capture AI cities via the method described in the link. Your army could then go out and attack cities and capture them for quite a while at this level without even needing reinforcements.
