Please, help me with the starting locations

Dear Friends,
I just got my Civ 3 and I'm creating a world scenario.
The problem is that I can't find a way to edit the civs starting locations. I want the germans in Germany, the americans in America, since it isn't that fun for me to attack the zulu capital deep in Japan. I would be very thankful if someone could help me with this problem.

it just darn....
i find it weird to fight japanese in india and romans in japan.....



i really hope they would bring back some ol' Civ2 scenanio editing system too....
where we can creat cities and stuff on the map
and make special historical events happen too!

The lack of being able to select starting locations for specific civs (rather than just random civs in selected starting locations) is pathetic. Also no mini map in the editor when building a map

In general civ3 has a lot of excellent new ideas. However they seem to have been able to take a step backwards in many ways as well (the above are just a couple of examples).

These two in particular are very simple things to do.. leaving them out is disappointing.

I hope they (and they had better) fix these things in the patch
