first, I will explain a plebiscite. its a vote, like a referendum that is eathier held across the nation or in an area that has non binding results, that is mostley used to see how the peoples feel about a certain issue. an example, one was used in Upper Silesia in Germany after WW1, the question was "do you want upper silesia to join poland?" or somehting similar. it was defeated, but it was dounf that people in a certain area did want to join poland, so that area was borken off from the rest of silesia {where katowise is today} and given to poland.

so, here is our plebiscite:
in other threads, about suggestions for what we should do about our lacking election results, it has become clear that we will run into a problem in mid to late game. we may have 40 caravans, 40 cities, and 160 militarty units. will we post polls on each? this would get a little out of hand. so the question in this poll is simple.

do you want to keep everything to a poll
or
do you want to give SOME KINDA more powers to the leaders of departments

the actual powers and what they would be, will be worked out AFTER the poll, if a majority wants to increase the power of the leader.

my SUGGESTION {hence, you are not voting for this, its ONLY A SUGGESTION, you have have an other idea on how power should be changed, in which case, you are voting for that} is that we make general polls. for example "here are 10 cities in this province, what should we build in general. barraks? banks? battleships?"
 
I'd have to suggest giving the cabinet a bit more power. Late in the game it will get really annoying and tedious having polls about moving every unit in our hopefully large army (if the War Church has anything to say about it.) The minister should have a little leverage and use his/her own judgement otherwise there is very little incentive to become a member of the cabinet (prehaps explaining the low participating rate in the elections
 
The government already has these powers.

Section C, sub-section 5 says:
The Department Head's have the right to break ties or make minor decisions on their own. In case of forum outage or low partication they would be allowed to make all decision in their related area.
and
Section C, sub-section 6 says:
The President is the Department Head of the Department Head's and has privilages there of. But CAN NOT overturn decisions made by the Department Head's but can tie break, and make minor decisions, and decisions with no input.

However...I suggest we keep it to the forums as much as possible...because if someone makes a decision that turns out to be disasterious.....then assinations are near by. ;)
