I get the feeling that political cartoonists love to steal ideas from each other. I don't know why I have that feeling though.

As far as I can tell, it is an anti universal health care comic. In countries with socialized health care, people have to wait quite a while to receive routine medical checkups and the like. So that comic is saying how people may have to suffer through pains for a bit, and risk missing a big illness. Still, it is better than never going to the doctors, in my opinion.

I didn't connect the cartoon to universal health care at all.

I think it was just making fun of doctors/specialists who you have to wait a while to get an appointment for they can check on you. At the same time you always hear doctors talk about how early detection is key. Someone I knew had to wait a month to see a specialist to see if something was wrong with him
 
My view is more towards the last one than any smack at socialized health care. But it must have either done its job well or poorly if you can get multiple perspectives out of it.
