IIRC marsh tiles can be removed in vanilla. As it stands, I can understand marshes existing as they are in the mod to block civilian units like settlers and workers from moving in certain ways. However, I feel like in the late game, being able to clear marshes could open up badly needed tiles for economic growth. I propose that marshes become traversable and clearable with the Biology tech.
 
Great idea, but maybe not removed marsh could provide some other bonus like science + tourism or culture with even higher tech. I would still argue for non traversable marshes or damaging any standing unit if such is possible to be modded.
 
IIRC, Dutch in vanilla build polders on marshes? Maybe include the travers-ability for Dutch workers in their civ unique bonus? I still think Biology should be the unlocking tech given its an industrial era tech and marshes were historically barriers up till that period (still are in some ways). I would also argue that being able to replace a grasslands marsh with a grasslands farm means going from a no-food tile to a 3-4 food tile makes it valuable enough and becomes an extra tile units can walk into, which opens new tactical possibilities in the late game.
