Population does not increase bug

Hello,
My city fails to increase population when it reaches the food limit. The title on the food bar says it has 1 turn left until population growth, and next turn nothing happens. I can provide a save file.

Not sure if it is related or not, but I think I did the following to get this reproduced:
Reach growth so that next turn there will be a population increase. Reassign population to different resources to enter stagnation (I needed to increase production rate temporary). Start building setlers and reassign resources back to the food. After the setlers are built, you get this situation.

Anyway - I have made the dump of all my saves for this game.

The link you posted is from Civ 3 - that's a completely different game (unless you meant to post in Civ 3 to start with).

From your post, it seems you're aware that your population doesn't grow while building settlers. Did you have "avoid growth" on? Did you build a worker or another settler next? Did you lose pop to something else on the same turn it was supposed to grow?

If it's not any of the above, then post the save.
