Portugal Glitch

Has anyone ever experienced the glitch with portugal having sweden's colors instead of their own? It has happened to me a couple of times now, and I would like to know if it is a common thing.
Any feedback would be greatly appreciated

Possibly, but for this game I randomized. Do they reallly pick the same civ twice for you?

It shouldn't...are you sure you haven't accidentally seeded in an AI Portugal?
