Is there an option to declare peace when you go into the diplomacy screen following the message?

If so, perhaps it's included as the counterpart to the AI calling you up to insult you a few turns before they DOW you?

Ok, just checked. The turn right after my ally declared war on KP, KP praised me for the # of spies I had. Just to make sure, I clicked KP in the diplomacy screen and got the message that it was too early to discuss peace. Sigh.
