possible in-game bugs, or bad install?

Hi, I'm new to this forum so please bear with me if I'm asking something obvious! I've done a couple of searches here but found nothing that answers my issue as yet.

I'm running Civ3 vanilla (UK edition), unpatched at the moment but I have downloaded the patch and will try it while I wait for replies to this.

I'm playing at Regent level - this is the first time I've tried a higher difficulty in the game, and it's the first time I've played for months. My previous games were on my old computer. I'm running the "standard earth" scenario with 4 civs including me.

I've noticed that:
1. I haven't been given the usual choice to build wonders after getting the appropriate scientific advances. It seems to be random whether the option appears on the list or not. I know that some wonders only appear if certain conditions are met in the city, such as whether it's on the coast or not, whether I have 5 cities with banks, etc. I'm not sure if it's just that this is a higher difficulty level, or if this install of the game is bugged.

2. After getting the Intelligence Agency I still don't have an Espionage option. There's no 'E' button next to the Diplomacy, Palace and Histograph buttons. I do appear to have met all the conditions for getting espionage. I don't use it much anyhow, but I do want the choice!

3. Being irritated with the unfair start the AI civs get, I thought I'd have a go at tweaking the rules .. but my "use default rules" button does not click. I've not done this before but I was pretty sure the standard game allowed some rule-tweaking other than selecting or deselecting the possible victory types.

It'd help a lot if anyone here can tell me if I'm missing something obvious, like just not seeing the appropriate options. If it is a bad install, would I be best to reinstall the game from scratch, or just use the patch?

My first suggestion would be to install the 1.29f patch. (Make sure it is that patch. 1.22 is for Conquests. SOme people grab the wrong one. ;)) If that doesn't solve the problem, then try uninstalling the patch, and then uninstalling the game. The reinstall the game, followed by the patch.

Let us know if this works or not. :)
 
I installed the patch but the espionage button still doesn't appear on that savegame. However I can now access it by clicking the pentagon/star icon on the city names. I've yet to see whether it affects a new game. Likewise with the access to wonders.

On the editing rules side of things I've now gathered that I have to go via the Civ3edit function - I hadn't realised the editor was a separate program so I was trying to access it through the main game!
