Why is it that in certain cases, I can spread my state religion to a major part of another civ's population (for instance, the Empyrean to the dark elves), but never have conversion even come up for discussion under diplomacy, not even shaded red to mean not happening?

It may be that they changed religions recently, I think that they are precluded from changing again for some time (sorry I don't remember exactly, it may be 10 turns). There may be other issues at work also, however.

Sometimes AI civ is in the endless loop of changing between two religions as soon as it is possilble for them. In such case you will never be able to convert them to other faith

Related to that -- I was watching Basium try to research Hidden Paths, but Basium kept converting away from FoL. As I was not FoL, it would have been nice to obtain that technology from my ally. It seems like a bug -- if the AI is researching a religion-specific technology, they should not switch religions.
 
Talking about Bassium converting religions, during my current game, the angels converted to worshipping the Octopus Overlords.
